A group of citizens are locked inside a separate TV studio, cut off from the main debate but watching it closely. Their task is to listen, deliberate, and, by the end of the broadcast, arrive at concrete proposals on the societal issues being discussed.
On the main set, a journalist moderates a live debate between experts, politicians, and representatives of civil society. The two spaces are distinct but connected, each feeding into the other. A Media Manager embedded with the citizens relays the reactions of online viewers and keeps the exchange grounded in what the broader public is thinking.
That public is never passive. Viewers at home scan a QR code visible throughout the broadcast to interact in real time, while a panel of six remote participants joins via webcam at regular intervals. Social media runs alongside everything, adding a further layer of live response.
Produced by RTBF, QR is a live format built around the idea that current affairs television can generate something more than commentary. By separating observation from debate, and channelling audience participation into a structured outcome, it gives citizens a visible, purposeful role in public discourse. The format is adaptable and replicable across different markets and political contexts.
